Economics of Market Failure :: Government Intervention

Market failure has become an increasingly important topic for students. In simple terms, market failure occurs when markets do not bring about economic efficiency. There is a clear economic case for government intervention in markets where some form of market failure is taking place. Government can justify this by saying that intervention is in the public interest. Government intervention occurs when markets are not working optimally i.e. there is a Pareto sub-optimal allocation of resources in a market/industry. In simple terms, the market may not always allocate scarce resources efficiently in a way that achieves the highest total social welfare. There are plenty of reasons why the normal operation of market forces may not lead to economic efficiency. Public Goods Public Goods not provided by the free market because of their two main characteristics  · Non-excludabilitywhere it is not possible to provide a good or service to one person without it thereby being available for others to enjoy  · Non-rivalrywhere the consumption of a good or service by one person will not prevent others from enjoying it Examples: Streetlighting / Lighthouse Protection, Police services, Air defense systems, Roads / motorways, Terrestrial television, Flood defense systems, Public parks & beaches Because of their nature the private sector is unlikely to be willing and able to provide public goods. The government therefore provides them for collective consumption and finances them through general taxation. Merit Goods Merit Goods are those goods and services that the government feels that people left to themselves will under-consume and which therefore ought to be subsidized or provided free at the point of use. Both the public and private sector of the economy can provide merit goods & services. Consumption of merit goods is thought to generate positive externality effects where the social benefit from consumption exceeds the private benefit. Examples:Health services, Education, Work Training, Public Libraries, Citizen's Advice, Innoculations Monopoly Few modern markets meet the stringent conditions required for a perfectly competitive market. The existence of monopoly power is often thought to create the potential for market failure and a need for intervention to correct for some of the welfare consequences of monopoly power. The classical economic case against monopoly is that  · Price is higher and output is lower under monopoly than in a competitive market  · This causes a net economic welfare loss of both consumer and producer surplus  · Price> marginal cost - leading to allocative inefficiency and a pareto sub-optimal equilibrium. A Poison Tree Poem by William Blake

Honors English IV December 11, 2009 The theme of â€Å"A Poison Tree† by William Blake is about wrath and anger. If one were angry with a friend, that wrath would eventually subside; if one were angry with a foe, however, and if left unchecked or left to simmer that anger would not subside and would grow. His poem offers insight into what anger does if one â€Å"watered it in fears, / Night and morning with [their] tears; / and sunned it with smiles, / and with soft deceitful wiles† (547 l. -10 Wood). The poem is appropriate for Songs of Experience and not Songs of Innocence because it portrays something that children do not do: seethe with anger for a long period of time. Children forgive and forget easily, adults do not. Adults tend to hold grudges and seethe with anger until something interrupts it or changes it, but children have simpler minds and thus simpler aspects of anger that may not last a long time.The themes and images of â€Å"Composed upon Westminster Br idge, September 3, 1802† by William Wordsworth classifies him as a typical Romantic poet of his time. Wordsworth shows only the beauty of London and uses simple language to get his point across. The major theme of the poem is nature, and he only shows the beauty of the landscape, not the destitution and filth that truly was London during the Industrial Revolution.Wordsworth transfigures the truth with his imagination, saying that everything was â€Å"all bright and glittering in the smokeless air† (560 l. 8 Wood) when really the city was ridden with pollution and smog. Wordsworth also shows and absolute sense of awe for the beauty of what he is seeing, and turns away everything that is â€Å"ugly† about it. Wordsworth sees only the beauty of looking from a bridge in the morning and turns away all the bad things related to the people of the area, a characteristic of a Romantic.

Ncaa vs. Board of Regents of the University of Oklahoma Essay

Facts: Years ago members of major conferences in college football formed what was known as the College Football Association. The idea of this was to promote the interests of major football-playing schools within the NCAA structure. The University of Oklahoma was a respondent in this particular case. Issues: In 1979 the CFA member schools began to advocate that colleges with major football programs should have a greater voice in the formulation of football television policy than they had in the NCAA. CFA tried to negotiate a television agreement of its own, developed a plan, and was offered a contract by NBC. This would have allowed the member schools more television appearances, and would have increased the overall revenues realized by CFA members. As a result the NCAA publicly announced that any school participating in this agreement would be punished in all sports at that school. Holding: On September 8, 1981 respondents commenced this action in the United States District Court for the Western District of Oklahoma and obtained a preliminary injunction preventing the NCAA from initiating disciplinary proceedings of otherwise interfering with the CFA’s efforts to perform its agreement with NBC. Notwithstanding the entry of the injunction, most CFA members were unwilling to commit themselves to the new contractual arrangement with the NBC in the face of the threatened sanctions and therefore the agreement was never finalized. Reasoning: The challenged practices of the NCAA constitute a â€Å"restraint of trade† in the sense that it limits member’s freedom to negotiate and enter into their own television contracts.

The Implied Ending That night I try to read The Bell Jar by Sylvia Plath. Nikki used to talk about how important Plath's novel is, saying, â€Å"Every young woman should be forced to read The Bell Jar.† I had Mom check it out of the library, mostly because I want to understand women so I can relate to Nikki's feelings and whatnot. The cover of the book looks pretty girly, with a dried rose hung upside down, suspended over the title. Plath mentions the Rosenbergs' execution on the first page, at which point I know I'm in for a depressing read, because as a former history teacher, I understand just how depressing the Red Scare was, and McCarthyism too. Soon after making a reference to the Rosenbergs, the narrator starts talking about cadavers and seeing a severed head while eating breakfast. The main character, Esther, has a good internship at a New York City magazine, but she is depressed. She uses fake names with the men she meets. Esther sort of has a boyfriend named Buddy, but he treats her horribly and makes her feel as though she should have babies and be a housewife rather than become a writer, which is what she wants to be. Eventually Esther breaks down and is given electroshock therapy, tries to kill herself by taking too many sleeping pills, and is sent to a bad place like the one I was in. Esther refers to a black man who serves food in her bad place as â€Å"the Negro.† This makes me think about Danny and how mad the book would make my black friend, especially because Esther was white and Danny says only black people can use controversial racial terms such as â€Å"Negro.† At first, even though it is really depressing, this book excites me because it deals with mental health, a topic I am very interested in learning about. Also, I want to see how Esther gets better, how she will eventually find her silver lining and get on with her life. I am sure Nikki assigns this book so that depressed teenage girls will see there's hope if you just hold on long enough. So I read on. Esther loses her virginity, hemorrhages during the process, and almost bleeds to death – like Catherine in A Farewell to Arms – and I do wonder why women are always hemorrhaging in American literature. But Esther lives, only to find that her friend Joan has hung herself. Esther attends the funeral, and the book ends just as she steps into a room full of therapists who will decide if Esther is healthy enough to leave her bad place. We do not get to see what happens to Esther, whether she gets better, and that made me very mad, especially after reading all night. As the sun begins to shine through my bedroom window, I read the biographical sketch at the back of the book and find out that the whole â€Å"novel† is basically the story of Sylvia Plath's life and that the author eventually stuck her head in an oven, killing herself just like Hemingway – only without the gun – which I understand is the implied ending of the book, since everyone knows the novel is really Sylvia Plath's memoir. I actually rip the book in half and throw the two halves at my bedroom wall. Basement. Stomach Master 6000. Five hundred crunches. Why would Nikki make teenagers read such a depressing novel? Weight bench. Bench press. One-hundred-thirty-pound reps. Why do people read books like The Bell Jar? Why? Why? Why? I'm surprised when Tiffany shows up the next day for our sunset run. I don't know what to say to her, so I say nothing – like usual. We run. We run again the next day too, but we don't discuss the comments Tiffany made about my wife.
